The Government of Arunachal Pradesh Office of the Tax, Excise & Narcotics Commissioner (APETNC), on February 10, 2026, issued an order prescribing measures for monitoring and regulating the transportation of bulk spirit and liquor in view of the forthcoming Assam Legislative Assembly Elections. The objective is to prevent illicit movement of liquor and ensure strict regulatory control during the sensitive election period.
The order mandates that all manufacturing units and bonded warehouses must transport bulk spirit and liquor only through GPS-enabled vehicles integrated with Digi-Lock systems to ensure traceability and security. Additionally, jurisdictional officers are directed to constitute dedicated teams for conducting both surprise and routine inspections of liquor dealers and bonded warehouses to strengthen enforcement.
Further, all enforcement authorities have been instructed to maintain heightened vigilance to prevent unauthorized inter-state movement of liquor. The directions are to be strictly complied with by all Assistant Commissioners, Superintendents, and Excise Officers to ensure effective monitoring and regulatory compliance.
