The Reserve Bank of India (RBI) on March 27, 2026, issued directions regarding implementation of Section 51A of the Unlawful Activities (Prevention) Act, 1967, in line with updates to the United Nations Security Council (UNSC) 1267/1989 ISIL (Da’esh) & Al-Qaida Sanctions List. The update includes addition of two individuals to the sanctions list pursuant to UNSC press releases dated March 26, 2026, requiring strict compliance by all regulated entities.
The circular reiterates that banks and financial institutions must ensure that no accounts are maintained in the names of individuals or entities listed in the UNSC sanctions lists. Regulated entities are required to take immediate action such as screening of accounts, freezing of assets, and adherence to restrictions including travel bans and arms embargoes, as mandated under international obligations and domestic law.
Further, entities must follow the procedures prescribed under the UAPA Order dated February 2, 2021 (as amended), including reporting requirements and forwarding any de-listing requests to the Ministry of Home Affairs. The RBI has emphasized continuous monitoring and strict compliance with updated sanctions lists to prevent financing of terrorism and ensure adherence to global regulatory standards.
