NPCI Discontinues Unregulated Billers in BBPS Loan Repayment Category

Industry Specific ComplianceThe National Payments Corporation of India (NPCI) Bharat BillPay Limited (NBBL) on March 23, 2026, directed discontinuation of unregulated entities as billers under the Loan Repayment category on the Bharat Bill Payment System (BBPS), in line with regulatory guidance issued by the Reserve Bank of India (RBI). The move follows earlier instructions permitting certain exempt entities, which have now been withdrawn based on further regulatory clarity.

The circular mandates that all such unregulated billers currently onboarded under exemption categories must be de-boarded from the BBPS platform. Operating Units are required to implement system-level changes, including termination of all active mandates linked to such billers, and ensure proper communication to affected customers and entities.

Further, it has been specified that no transactions under the Loan Repayment category involving unregulated entities shall be processed after April 1, 2026. All Biller Operating Units must ensure timely compliance to avoid regulatory breaches and align with RBI directives governing regulated financial activities.
