The Government of Nagaland, on March 13, 2026, issued the Nagaland Shops and Establishments (1st Amendment) Bill, 2025, to amend the Nagaland Shops and Establishments Act, 1986.
The following has been stated: -
•The Bill, introduced in the Nagaland Legislative Assembly on March 09, 2026, aims to regulate work and employment conditions in shops and commercial establishments across the state.
•It applies to Town Committee areas and other specified regions, targeting establishments that employ 20 or more persons, though registration remains mandatory for all.
•Key definitions are provided for terms such as "apprentice," "child" (under 14 years), "commercial establishment," "employer," and "wages".
•Extensive exemptions are listed, including government offices, specific banks, pharmacies, and shops dealing in perishables or funeral articles.
•Standard working hours are capped at 10 hours per day or 48 hours per week, with overtime strictly limited to 12 total daily hours.
•Employees working more than eight hours a day or 48 hours a week are entitled to overtime pay at double their ordinary wage rate.
•Establishments must provide a rest interval of at least 30 minutes after six hours of work, and total daily "spread over" cannot exceed 12.5 hours.
•Weekly requirements include closing shops for one full day and providing a minimum of one and a half days of holiday for employees in commercial or entertainment establishments.
