The Government of Karnataka on March 26, 2026, issued the Draft Karnataka State Compulsory Services by candidates completed Medical Courses (Counselling, allotment and certification) (Amendment) Rules, 2026, further to amend the Karnataka Compulsory Service by candidates completed Medical Courses (Counselling, allotment and certification) (Amendment) Rules, 2025.
The following has been amended:
• Under Rule 5, new sub-rules (1-A) to (1-E) mandate that the nodal university must prepare a combined merit list within 15 days, include results from private/deemed universities received within that period, reserve vacancies proportionately for pending results, and include late-result candidates only in subsequent counselling cycles. It also includes DNB/Diploma candidates and requires normalization for preparing a common merit list.
• Further, under Rule 5(4) (inserted after 3-A), postgraduate candidates opting for teaching hospitals will be treated as Senior Residents, while others will be treated as Compulsory Medical Service (CMS) candidates.
• Under Rule 8, newly inserted sub-rules (2-A) and (2-B) provide that failure to report or discontinuation of service will attract penalty recovery, and candidates are given the right to appeal to the Principal Secretary or Enforcement Committee for grievances like posting or transfer.
• Further, amendments relating to certification and documentation include a proviso (after Rule 12, though mentioned under Rule 10) stating that final degree certificates cannot be withheld due to non-completion of compulsory service. Under Rule 15, a correction substitutes the figure “15” with “13” in the heading.
• A new Rule 14 is inserted, clarifying that original documents must be returned independent of service completion, conditional registration may be granted by the Karnataka Medical Council pending service obligation, and no additional bond/NOC is required since an undertaking is already taken during counselling by KEA.
