The Municipal Council Jawalamukhi (MCJ), on March 27, 2026, pursuant to Resolution No. 328/MCJ dated July 22, 2025, has notified the Outdoor Advertisement Bye-laws, 2025 under the Himachal Pradesh Municipal Act, 1994. These bye-laws come into force upon publication in the Official Gazette and apply within the jurisdiction of Jawalamukhi Municipal Council.
The bye-laws provide a comprehensive framework for regulating outdoor advertisements, including hoardings, digital displays, and vehicle-based advertisements. They define key terms such as advertisement, illuminated display, and advertisement zoning plan, and mandate prior written permission from the Executive Officer for installation of advertisements, subject to specified exemptions. An Advertisement Regulation Committee has also been constituted to oversee implementation and approvals.
Strict controls are imposed to ensure public safety and environmental protection. Advertisements are prohibited on highways, trees, sharp turns, and ecologically sensitive areas, and must not obstruct traffic visibility or exceed prescribed size limits. Provisions also address road safety risks, structural stability, and accountability of advertisers, while ensuring designated spaces for notices and regulated display practices across the municipal area.
