The Government of Himachal Pradesh on March 17, 2026, issued the Himachal Pradesh Early Childhood Care and Education Centers (Registration and Regulation) Rules, 2026.
The following have been stated:
The Institution shall have to file an application for registration of the Early Childhood Care and Education Centre, proposed to be established or existing, within the State of Himachal Pradesh through online mode: Provided that the Director shall develop the online portal for the purpose of registration and other matters related thereto within one month from the date of notification of these rules.
The fee for registration of a Centre will be Rupees fifteen thousand (out of which Rupees five thousand will be processing fee and Rupees ten thousand will be registration fee) which shall be deposited online by the institution in the dedicated Account of the Director.
If the registration of the Centre is rejected, only registration fee of Rupees ten thousand will be refunded to the concerned institution:
Provided that if the said rejection is due to delay of processing the file at Department level then the Processing fee shall also be refunded back to the applicant.
1. Any institution, which intends to register an Early Childhood Care and Education center, shall submit online application to the District Programme Officer in Form-I
2. The District Programme Officer shall examine all the relevant documents along with the fee and if he finds that the application has been received incomplete, he shall send back the application within fifteen days with observations to remove the deficiencies.
3. If District Programme Officer finds that the application is complete in all respects, he shall place the application before the Inspection Committee within a period of one month from the date of receipt of the application as per the provisions of the Act.
The Inspection Committee shall process the application within two months as per following procedure: The Committee shall visit the Centre to check for the compliance of norms elaborated in the Inspection Performa (Form-IV). If the committee is satisfied that the Centre fulfils the norms, it shall send its report to the Director through District Programme Officer.
(i) In case the Inspection Committee is not satisfied, it will send its observations along with deficiencies to the applicant within ten days after inspection:Provided that if applicant removes all deficiencies as reported by the Inspection Committee, within one month, and the Committee after visiting the spot ascertain that the deficiencies have been removed by the applicant, then the report shall be submitted to the Director for consideration of the Directorate Level Committee within ten days after conducting the second inspection.
(ii) In case the Committee finds that the deficiencies have not been removed then the Committee shall recommend for rejection of application to the Director.
The report of the Inspection committee shall be considered by the Directorate level committee and after seeking any clarification or additional information from the Inspection Committee, if so required, will recommend registration or rejection of the application to the Director within two months:Provided that where Directorate Level Committee requires or seeks any clarification or additional information from Inspection Committee then the Inspection Committee has to send that clarification/additional information to Directorate Level Committee within 15 days.
On the basis of recommendation of the Directorate Level Committee, the Director shall either issue Registration of Certificate on Form-VII or reject the application within four weeks from receipt of recommendation.
