The Government of Maharashtra on March 25, 2026, introduced L.A. Bill No. XXXI of 2026 to further amend the Mumbai Municipal Corporation Act, 1888, focusing on provisions related to fixation of capital value and levy and collection of property tax.
The Bill proposes substitution of sub-sections (1A) and (1B) of Section 154, laying down revised criteria for determining the capital value of land and buildings for property tax purposes. It empowers the Municipal Commissioner to consider specified factors while assessing such value.
Importantly, the amendments are proposed with retrospective effect from April 1, 2010, and include validation provisions to regularize past actions taken under earlier rules. The Bill also seeks to re-enact capital value rules governing property taxation to ensure legal continuity and clarity in assessment and collection mechanisms.
