The Government of Himachal Pradesh, on November 27, 2025, notified the Jawali Municipal Council (Registration and Control of Pet Dogs) Bye-laws, 2025.
The following has been stated: -
•These bye-laws under the Himachal Pradesh Municipal Council Act, 1994 mandate compulsory registration of pet dogs above 3 months, with a ₹200 one-time fee and ₹100 annual renewal.
•A household can keep a maximum of two dogs, and registration includes vaccination proof and issuance of a collar ID number.
•Owners must ensure control, hygiene, waste disposal, and prevent nuisance, with penalties for violations and seizure of stray/unregistered dogs.
•Special provisions cover breeders and dog care centres, requiring registration, record maintenance, and prescribed fees.
•The Municipal Council has authority for inspection, enforcement, and penalties, while owners bear full responsibility for any damage caused by their dogs.
These shall come into force from March 27, 2026.
