The Department of Urban Development, Govt. of Himachal Pradesh on March 11, 2026, issued the Municipal Council Shri Naina Devi Ji (Trade License) Byelaws, 2025.
This shall come into effect from March 25, 2026.
The following has been stated:
• The byelaws, issued under the Himachal Pradesh Municipal Act, 1994, mandate that no trade or business can operate within municipal limits without a valid license.
• Licensing framework includes application (online/offline), validity (1–15 years), renewal with a 1-month grace period, and penalties for lapse, including compounding fee (150% of annual fee).
• Detailed provisions for transfer, modification, and closure of licenses are provided, subject to conditions like clearance of municipal dues.
• Fee structure is based on scale of business, trade category, and zone, with incentives for multi-year licenses and separate provisions for temporary licenses and filming permissions.
• Strict compliance conditions include mandatory display of license, inspections, payment of municipal dues, and adherence to zoning and safety norms.
• Penalties include fines, suspension, and cancellation for violations, with stricter action for repeat offences and false declarations.
• The byelaws also introduce cross-service enforcement, linking trade licenses with other municipal services like property tax and garbage charges.
