The Government of Punjab on March 30, 2026, issued the Draft Punjab Motor Vehicles (Amendment) Rules, 2026 to further amend the Punjab Motor Vehicles Rules, 1989.
The following amendments have been stated:
• In rule 33, for sub-rule (1-A), the following sub-rule shall be substituted, namely:-
"(1-A) For the purpose of the registration of non-transport vehicles and transport vehicles (fully Built) as per clauses (iii) and (iv) of sub-rule (1) of rule 47 of the central motor vehicles rules, 1989 upon the first sale under sub-sections (3), (5) and (6) of section 41 of the Motor Vehicles Act, 1988 from a dealer holding a valid trade certificate, the Government may, subject to such conditions as may be specified by it from time to time, empower any such dealer who holds a Bachelor's degree from a recognized university to be the special registering authority. Notwithstanding anything contained herein, any dealer who is engaged in the sale, distribution or servicing of any kind of agricultural vehicle and machinery, like tractors, combines, harvesters and harvester combines, and who does not possess a Bachelor's degree from a recognized university may appoint a duly authorized employee or any other person related to him by blood, Who holds a Bachelors degree from a recognized university to operate the VAHAN ID of the said dealer. All acts, duties or functions performed by such authorized employee or authorized person in the course of their engagement shall be deemed to have been performed by the dealer. The dealer shall be fully liable and accountable for any actions, omissions, or breaches committed by such authorized employee or authorized person in the execution of their responsibilities as provided under the Act, and the rules framed thereunder."
Notice is hereby given that the draft will be taken into consideration by the Government on or after the expiry of a period of thirty days from the date of publication of this notification in the official Gazette, together with any objection or suggestion, if any, which may be received by the Secretary to Government of Punjab, Department of Transport. Mini Secretariat, Sector 9, Chandigarh from any person, before the expiry of the period so specified with respect to the said draft.
