Commercial ComplianceThe Government of Himachal Pradesh, on March 30, 2026, proposed the Indian Stamp (Himachal Pradesh Amendment) Bill, 2026, to amend the Indian Stamp Act, 1899, as applicable to the State.

The following has been stated:

Amendment to Section 47-A:

The time limit for action in cases of undervaluation of property is proposed to be increased from 3 years to 10 years, significantly expanding the scrutiny period.

Amendment to Schedule I-A (Article 31):

A new proviso is introduced for the exchange of properties between unrelated males and females:

Stamp duty on the difference in market value (if unequal) will be charged as per Article 23 (Conveyance).

Duty will be applicable at the rate relevant to the person receiving the higher-value property.

Objective:

To strengthen valuation enforcement and clarify stamp duty applicability in property exchanges.
