Industry Specific ComplianceThe Bengaluru East City Corporation (BECC), on April 01, 2026 issued a draft notification proposing amendments to the Bengaluru City Corporation Building Bye-laws, 2003.

Key Proposed Changes:

Omission of Ground Rent Provisions:

Bye-laws 3.8, 3.9, and 3.10 relating to ground rent (including for high-rise buildings and exemptions) are proposed to be completely removed.

Revision in Deviation Regularisation (Bye-law 6.0):

Construction deviations (setback, plot coverage, FAR, height) may be regularised by the Commissioner:

If within prescribed limits (Table-2B), and

If demolition is not feasible without affecting structural stability.

Reasons for such regularisation must be recorded in detail.

Penalty Framework:

Provision introduced for fees and penalties in cases of non-obtaining of Plinth Certificate (PC) at the time of issuing occupancy certificate (Table-2A).

Public Consultation:

Objections/suggestions invited within 30 days from publication.
