Industry Specific ComplianceThe Ministry of Road Transport and Highways (MoRT&H) on April 02, 2026, issued the National Highways Fee (Determination of Rates and Collection) (Third Amendment) Rules, 2026, further to amend the National Highways Fee (Determination of Rates and Collection) Rules, 2008.

They shall come into force on April 10, 2026.

It states that in rule 6, for sub-rule (3A), the following sub-rule shall be substituted, namely:— 

“(3A) If the user of a vehicle enters a fee plaza without a FASTag or a valid functional FASTag, as the case may be, and opts to pay fee through the Unified Payment Interface (UPI), he shall pay 1.25 times of the user fee applicable to that category of vehicle in accordance with the provisions of sub-rule (2) of rule 4: 

Provided that if the owner or driver of the vehicle does not opt to pay fee in the manner specified under this rule, such vehicle shall be dealt in accordance with rule 14. 

Illustration: If the user fee for a particular class of vehicle as per sub-rule (2) of rule 4 is rupees hundred and if that vehicle enters a fee plaza without a FASTag or a valid, functional FASTag, as the case may be, if the user of that vehicle opts to pay fee through Unified Payment Interface (UPI), he shall pay 1.25 times (i.e. rupees one hundred and twenty five only).”.
