The Municipal Corporation Mandi, Govt. of Himachal Pradesh on March 30, 2026, issued the Draft amendment to the Door to Door Garbage Collection & Disposal Bye-laws, 2022.
Annexure A of the bye-laws has been amended as follows:
•The amendment to Annexure ‘A’ revises the monthly user charges (in INR) for different categories of users, mainly covering households, commercial establishments, institutions, and special service categories.
•For basic categories, a nominal fee is prescribed such as ₹75 for households, ₹150–₹300 for small shops (pan, tea, daily needs), and ₹300–₹2000 for commercial outlets like dhabas, vegetable shops, and sweet shops depending on size and scale. Offices are charged based on level and size, ranging from ₹1000 (sub-division offices) to ₹2500 (large offices with more than 20 rooms), while banks/PSUs are charged ₹2000.
•In the education and institutional segment, government schools are charged ₹250, while private schools range from ₹1000 to ₹2000 depending on student strength. Colleges (government and private) are charged ₹2500, and coaching/training institutes ₹1500. Hospitals and nursing homes are charged progressively based on bed capacity, starting from ₹2500 up to ₹6000 (base), with an additional ₹500 per extra bed. Clinics, labs, and chemist shops are uniformly charged ₹400 (excluding biomedical waste handling).
•For commercial and hospitality establishments, charges vary widely: bakeries ₹500–₹2000, restaurants ₹2000, restaurants with bar ₹2500, cinema halls ₹2500, and guest houses/PGs ₹2500–₹5000 depending on room capacity. Special hotels (>50 rooms) have a flat ₹25,000 charge, along with ₹2500 per additional service trip. Banquet halls are charged ₹2500 per trip on demand.
•In industrial and service sectors, factories and scrap dealers are charged ₹2000, mandis ₹2500, and workshops ₹400–₹2000 depending on type and scale. Vehicle-related services such as dumper services are charged ₹3000 per trip. Big malls are charged ₹3000 per floor.
•For miscellaneous and small-scale users, street vendors pay ₹150, meat shops ₹500, confectionery/veg shops ₹500, and cow dung collection services ₹500. Event-based charges are also introduced, ranging from ₹1000 to ₹5000 depending on gathering size, with large events (>10,000 people) charged ₹25,000 per day.
