The Transport Department, Administration of Union Territory of Ladakh on March 31, 2026, issued instructions regarding the Ban on Tobacco and Intoxicants in Public and Government Vehicles in the UT of Ladakh.
The following has been stated:
•The circular prohibits drivers and conductors from consuming tobacco (smoking or smokeless) or any intoxicants while on duty or before driving, considering it a risk to safe driving and discipline. It also bans passengers from using such substances inside public transport vehicles due to health risks, nuisance, and unhygienic conditions. Violations will attract penalties under laws like the COTPA Act, 2003 and the Motor Vehicles Act, 1988.
•Further, vehicle owners and operators are made responsible for compliance, including displaying “No Smoking/No Tobacco/No Alcohol/No Drugs” signage and spreading awareness among staff and passengers. Non-compliance may lead to fines, permit suspension/cancellation, or blacklisting.
•For enforcement, Transport Department authorities and Traffic Police are directed to conduct regular inspections, take strict legal action, and run special enforcement drives to ensure adherence. Overall, the circular mandates strict compliance by all stakeholders to ensure safer, cleaner, and disciplined transport systems in Ladakh.
