Industry Specific ComplianceThe Director General of Foreign Trade (DGFT) on April 01, 2026, issued the notification regarding the Amendment in Import Policy of items covered under CTH 7113 under Chapter 71 of ITC (HS) 2022, Schedule-I (Import Policy).

The following has been stated namely: -

• The amendment is issued under the Foreign Trade (Development and Regulation) Act, 1992 and Foreign Trade Policy 2023, revising import rules for jewellery items under Chapter 71. 

• Import policy for many items under CTH 7113 (jewellery and parts) has been changed from “Free” to “Restricted” with immediate effect. 

• This applies to silver, gold, platinum jewellery and parts, including studded and unstudded variants. 

• Import of these items now generally requires government authorization/licence due to “Restricted” status. 

• However, imports under India-UAE CEPA Tariff Rate Quota (TRQ) are allowed without import licence. 

• The restrictions apply immediately, regardless of prior contracts, letters of credit, advance payments, or shipment status. 

• No transitional benefits are available, overriding provisions of Para 1.05(b) of FTP 2023. 

• 100% Export Oriented Units (EOUs) and units in Special Economic Zones (SEZs) are exempt, provided goods are not sold in the domestic market. 

• Imports under export promotion schemes for gems and jewellery (Chapter 4 of FTP) are also exempt. 

• Overall, the notification aims to tighten control over jewellery imports while allowing limited exemptions for export-oriented and trade agreement routes.
