The Government of Madhya Pradesh, on March 02, 2026, issued a notification regarding compliance with statutory registration and licensing provisions in the employment of contract labor/outsourced employees by Departments/Boards/Corporations.
The following has been stated: -
•Government departments, boards, and corporations have been engaging contract and outsourced workers without timely compliance with statutory requirements such as registration as Principal Employer and obtaining contractor licenses.
•Under the Contract Labour (Regulation and Abolition) Act, 1970, and the Occupational Safety, Health and Working Conditions Code, 2020, such registration and licensing are mandatory, and non-compliance attracts penalties.
•Authorities are required to ensure that registration is completed where applicable, contractors possess valid licenses before issuance of work orders, and copies of work orders are shared with the Labor Office for coordination.
•It is also essential to complete all statutory formalities promptly after issuing work orders and ensure compliance before commencement of work.
•For any procedural or technical difficulties, assistance can be sought from the Regional Labor Officer or Assistant Labor Commissioner to ensure proper implementation and protection of workers’ interests.
