The Municipal Corporation Baddi (MCB), on March 25, 2026, has issued a draft notification proposing the Door-to-Door Garbage Collection and Disposal Bye-Laws, 2026 under the Himachal Pradesh Municipal Corporation Act, 1994. The draft bye-laws have been published for public consultation, inviting objections and suggestions within 30 days from publication before final adoption.
The proposed bye-laws establish a comprehensive municipal solid waste management framework, emphasizing segregation at source into biodegradable, non-biodegradable, and hazardous waste, along with mandatory door-to-door collection across residential, commercial, and institutional premises. It also defines responsibilities of waste generators, introduces integration of waste pickers, mandates composting and recycling practices, and prohibits littering, burning, or improper disposal of waste, with penalties for non-compliance.
Additionally, the bye-laws prescribe structured user charges for waste collection services based on categories such as households, shops, institutions, hospitals, and commercial establishments, along with detailed provisions for waste processing, transportation, and disposal through environmentally sustainable methods like composting, waste-to-energy, and sanitary landfilling.
