The Ministry of Law and Justice, on April 07, 2026, issued the Jan Vishwas (Amendment of Provisions) Act, 2026.
The following has been stated:
It aims to amend certain enactments for descriminalising and rationalising offences to further enhance trust-based governance for ease of living and doing business.
The Act provides that the enactments listed in the Schedule shall be amended as specified therein. It further mandates that fines and penalties under these enactments will increase by 10% of the minimum prescribed amount every three years from the commencement of the Act, unless a specific enactment already provides its own method for revision, in which case that method will apply.
The Act ensures that amendments or repeals do not affect other laws that have incorporated or referred to the amended enactments. It safeguards all past actions, rights, obligations, liabilities, and legal proceedings, maintaining their validity. It also preserves existing legal principles, procedures, customs, and institutional arrangements, and clarifies that repeals do not revive anything no longer in force.
Additionally, the Central Government is empowered to issue orders, published in the Official Gazette, to resolve any difficulties in implementing the amended provisions, provided such orders are consistent with the Act. This power can be exercised only within two years from the commencement of the Act, and all such orders must be laid before both Houses of Parliament.
It shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint.
