Industry Specific ComplianceThe Telecom Regulatory Authority of India (TRAI) on April 07, 2026, issued the Draft Telecom Consumer Protection (Thirteenth Amendment) Regulation, 2026, to further amend the Telecom Consumer Protection (Thirteenth Amendment) Regulation, 2026, to further amend the Telecom Consumer Protection Regulation, 2009.

The following has been stated namely: -

• TRAI mandated telecom operators to offer at least one Voice & SMS–only Special Tariff Voucher (STV). 

• Only a limited number of such Voice & SMS–only packs are currently available in the market. 

• For every STV that includes Voice + SMS + Data, telecom providers must also offer a matching Voice & SMS–only pack with the same validity. 

• These Voice & SMS packs should be proportionally cheaper, and stakeholders can submit feedback on the draft regulation by April 28, 2026.
