The Ministry of Mines, on April 10, 2026, issued a notification regarding the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession (Third Amendment) Rules, 2026, further to amend the Minerals (Other than Atomic and Hydro Carbons Energy Minerals) Concession Rules, 2016.
The following has been stated: -
•Amendment to the Minerals (Other than Atomic and Hydrocarbons Energy Minerals) Concession Rules, 2016, introduces a proviso in Rule 39 regarding royalty calculation.
•If processing of run-of-mine ore reduces its economic value, royalty will be charged on lumps and fines after initial screening.
•A new sub-rule (13) is added under Rule 45 for the pricing of low-grade iron ore.
•The Indian Bureau of Mines will publish average sale prices for Haematite Iron Ore below the threshold Fe content.
•Prices are set at 75% for 35–45% Fe grade and 50% for below 35% Fe grade, based on the 45–51% Fe grade benchmark.
They shall come into force on April 10, 2026.
