The National Securities Depository Limited (NSDL) on April 07, 2026, issued updates for Implementation of Section 51A of UAPA, 1967: Updates to UNSC’s 1267/1999 ISIL (Da'esh) & Al-Qaida Sanctions List.
Participants are informed that Securities and Exchange Board of India (SEBI), via its April 01, 2026 communication, has notified updates to the United Nations Security Council (UNSC) 1267/1999 Sanctions List concerning ISIL (Da’esh) and Al-Qaida. Intermediaries must comply with SEBI’s AML/CFT guidelines under the Prevention of Money Laundering Act, 2002, ensuring that no new accounts are opened and no existing accounts are maintained for individuals or entities appearing on the updated sanctions lists.
Participants are required to continuously screen all existing and new accounts against the UNSC sanctions lists, including recent additions notified on March 30, 2026. Any matches must lead to appropriate action such as freezing accounts and denying financial services, in line with regulatory requirements.
Additionally, participants must follow procedures under Section 51A of the Unlawful Activities (Prevention) Act, 1967, facilitate delisting requests through the prescribed government channels, and guide affected individuals to the UN Ombudsperson mechanism. Regular monitoring of updates on SEBI and UNSC websites is advised to ensure ongoing compliance.
