The Central Electricity Regulatory Commission (CERC) on April 10, 2026, notified the Central Electricity Regulatory Commission (Terms and Conditions of Tariff) (Second Amendment) Regulations, 2026, to amend the Central Electricity Regulatory Commission (Terms and Conditions of Tariff) Regulations, 2024.
The following has been stated: -
•The amendment brings integrated energy storage systems (ESS) within the scope of the regulations, making them applicable to thermal generating stations and transmission systems where such systems are installed.
•It introduces detailed definitions relating to ESS, including battery components, capacity, efficiency, and operational parameters, and specifies a useful life of 15 years for lithium-ion battery systems.
•The provisions also lay down rules for determining the date of commercial operation and require entities to apply for a supplementary tariff within a prescribed timeline.
•Additionally, it provides for the computation of supplementary energy charges based on energy sourcing, efficiency, and auxiliary consumption.
•Overall, the amendment aims to incorporate ESS into the regulatory framework to enhance grid stability, flexibility, and efficient energy utilization.
These Regulations shall come into force with effect from April 10, 2026, except for amendments in Regulations 51 and 52 of these Regulations.
The amendments in Regulations 51 and 52 shall be applicable from April 01, 2024.
