The Central Electricity Authority (CEA) on March 19, 2026, issued the notification regarding the Clarification on Acceptance of In-House Type Testing of any Electrical Equipment/Material in NABL-Accredited Laboratories as per clause 3(d) of CEA’s Type Test Guidelines.
The following has been stated namely: -
• CEA’s 2026 Type Test Guidelines allow in-house type testing by manufacturers if the laboratory is NABL-accredited.
• Such tests must be witnessed by an external representative—preferably from another NABL-accredited lab, or alternatively from a purchasing utility or CEA.
• Tests conducted only in the presence of the manufacturer’s own employee (without external witness) are not acceptable.
• This requirement of independent witnessing has been consistently mandated since the earlier 2022 guidelines.
• All stakeholders must strictly follow Clause 3(d) of the 2026 guidelines as clarified by CEA.
