The Education Department, Govt. of Gujarat on March 16, 2026, issued the Bachelor of Engineering and Technology (Regulation of Admission and Payment of Fees) (Amendment) Rules, 2026, further to amend the Bachelor of Engineering and Technology (Regulation of Admission and Payment of Fees) Rules, 2020.
This shall come into effect from April 09, 2026.
The following has been stated:
• The amended rules introduce a major reform by enabling biannual admissions (two admission cycles in a year) in line with AICTE/UGC guidelines. A new definition of “Biannual Admission” is inserted in Rule 2, clarifying that admissions will now be conducted in two phases—July Session (regular cycle) and January Session (second cycle after completion of July admissions).
• A new Para C in Rule 4 provides for Biannual Admission Seats, stating that seats remaining vacant after the July session will be treated as available for January admissions. For Government and Grant-in-Aid institutes, January admissions will be conducted only if at least 30 vacant seats exist in a program and are approved by the Education Department, and such seats will be filled as Government seats. For Unaided institutions (including CoE), January admissions will depend on institutional consent, and such seats will be treated as Management seats.
• Further, Rule 14 is amended to lay down a detailed admission procedure for the January session, to be notified by the Admission Committee through its website and newspapers. The admission process will follow a priority-based merit system, starting with candidates from the July merit list (both admitted and non-admitted), followed by candidates who cleared qualifying exams and appeared in entrance tests like JEE Main/GUJCET, then diploma/degree holders, and finally candidates without entrance exams (based on qualifying marks). Separate but similar procedures are prescribed for Government/Grant-in-Aid institutions (handled by the Admission Committee) and Unaided institutions (handled at the institute level).
