The Reserve Bank of India (RBI) on April 15, 2026, notified regarding the Implementation of Section 51A of UAPA, 1967: Updates to UNSC’s 1988 (2011) Taliban Sanctions List: Amendment of 04 Entries.
The following has been stated:
• Under Section 51A of the Unlawful Activities (Prevention) Act, 1967, and the RBI KYC Directions, 2025, regulated entities are required to ensure that no accounts or financial dealings exist with individuals or entities listed in terrorist sanction lists issued by the United Nations Security Council. In this context, the UNSC’s 1988 Taliban Sanctions Committee, through its press release dated April 13, 2026, has amended four entries in the Taliban Sanctions List, namely Mohammad Hassan Akhund, Abdul Ghani Baradar, Amir Khan Muttaqi, and Gul Agha Ishakzai, who continue to be subject to sanctions such as asset freeze, travel ban, and arms embargo.
• Accordingly, regulated entities must undertake screening of their records, ensure strict compliance with the UAPA Order (2021, as amended in 2024), and take necessary action if any match is found.
• Updated sanction lists are available on UN portals, and any requests for delisting received must be forwarded to the Ministry of Home Affairs or through the UN’s prescribed mechanism.
