The Municipal Council Manali (MCM), on March 31, 2026, issued a notification introducing the “Municipal Council Manali (Grant of Trade License for Trade Activities, Use of Premises and Storage of Articles in a Premises) Byelaws, 2025” under the Himachal Pradesh Municipal Act, 1994.
The byelaws mandate that all shops, premises, and trade activities within municipal limits must obtain a valid trade license for specified activities and storage of articles. They define categories of businesses and shops based on size, introduce provisions for temporary licenses (1–30 days), and classify trade zones and premises usage.
Further, the byelaws prescribe procedures for grant, renewal, transfer, and closure of licenses. Licenses may be issued for periods ranging from 1 to 15 years, with automatic renewal upon fee payment (subject to timelines and penalties). Transfer is allowed only in specific cases such as death of the licensee, and strict compliance is required for operating any business within municipal limits.
