Industry Specific ComplianceThe Reserve Bank of India (RBI) on April 17, 2026, notified regarding the Implementation of Section 51A of UAPA, 1967: Updates to UNSC’s 1988 (2011) Taliban Sanctions List: Amendment of 3 Entries.

The following has been stated:

• The update is based on a UNSC press release dated April 15, 2026, which introduced amendments to 3 entries in the Taliban Sanctions List—covering two individuals and one entity. These amendments include updated details such as aliases, operational roles, and status (including reported deaths) of listed persons, and expanded information on the financial network entity.

• The individuals updated are Khalil Ahmed Haqqani and Abdul Rauf Zakir, both associated with the Haqqani Network, while the entity updated is Haji Khairullah Haji Sattar Money Exchange, which has been linked to financing Taliban operations. These entries remain subject to asset freeze, travel ban, and arms embargo under UNSC resolutions.

• RBI has directed all regulated entities (banks, financial institutions, intermediaries, etc.) to immediately screen their records, ensure no accounts or transactions exist with listed persons/entities, and follow the procedure prescribed under the UAPA Order (2021, as amended in 2024) for freezing/reporting.

• Additionally, any de-listing requests received shall be forwarded to the Ministry of Home Affairs (MHA), while affected parties may also apply through the UN’s delisting mechanism. Entities must ensure strict and timely compliance with these updated sanctions lists.
