The Government of Punjab on April 15, 2026, notified regarding the Implementation of Action Plans for Prevention and Elimination of Wheat Stubble Burning in 2026.
The following has been stated:
• The Government, acting on directions issued by the Commission for Air Quality Management (CAQM) under the CAQM Act, 2021, has directed strict implementation of measures to eliminate crop residue (stubble) burning during the wheat harvesting season of 2026, in view of the high number of fire incidents recorded in 2025 and the resulting air quality concerns.
• District-level Nodal Officers, including Sub-Divisional Magistrates, Chief Agriculture Officers, and officials from the Pollution Control Board and cooperative departments, have been appointed to ensure compliance. They are responsible for enforcement, daily monitoring, coordination with departments, and conducting awareness campaigns among farmers.
• Key measures include formation of a “Parali Protection Force” for patrolling, micro-level farm mapping and farmer-wise monitoring, ensuring availability of crop residue management machinery (with free access for small farmers), development of supply chain and storage for wheat straw, and strict imposition of environmental compensation on violators.
• The officers shall submit regular reports to the State Government and CAQM, and any negligence will attract accountability.
• The order comes into immediate effect and will remain applicable throughout the wheat harvesting season of 2026.
