Industry Specific ComplianceTheState Drugs Controller, Drugs & Food Control Organization (DFCO J&K), on March 14, 2026, issued a communication introducing a Guidance Manual for issuance of Wholesale Drug Licenses under Forms 20B and 21B. The manual aims to ensure a rational, uniform, and transparent approach in processing applications across the Union Territory.

The manual highlights that fresh wholesale licensing had been temporarily paused to assess the existing pharmaceutical trade landscape and eliminate non-operational or misuse-prone licenses. With the exercise now completed, the authority has resumed the process while emphasizing the need to prevent uncontrolled growth of wholesale establishments, which could adversely affect regulatory oversight and lead to misuse, including illicit trade of habit-forming drugs.

Further, the manual lays down standardized procedures, eligibility conditions, and responsibilities for applicants under the Drugs & Cosmetics Act, 1940 and Drugs Rules, 1945. It stresses due diligence in granting licenses only to genuine applicants and maintaining a balanced ratio between retail and wholesale establishments to ensure effective regulation of the pharmaceutical sector.
