The Government of Goa on April 16, 2026, issued the Goa (Verification of Tenants) Rules, 2026.
The key provisions are as stated:
• Manner of Tenant Verification
Property owners are required to verify the identity of tenants by checking original documents as prescribed under the Act. They must retain copies of these documents and submit tenant details in Form-I to the jurisdictional police station within 5 days, either physically or through a digital system (with applicable fees). An acknowledgment must be issued by the police.
• Maintenance of Tenant Records
Owners must maintain a proper record of all tenants in a register as per Form-II. This ensures that tenant information is systematically documented and readily available for inspection by authorities when required.
• Police Inspection & Reporting Mechanism
Police officers (not below Head Constable rank) are authorized to inspect tenant records and maintain logs of such inspections. They must prepare reports in cases of non-compliance, false information, refusal by tenants, or detection of criminal records through systems like CCTNS or ICJS, and escalate such cases to higher authorities within prescribed timelines.
• Procedure for Recovery of Fine
If a violation is reported, the Sub-Divisional Magistrate issues a notice to the property owner to appear with relevant tenant records (Forms I & II). After examining the case, the SDM may impose a fine under Section 5 of the Act if non-compliance is established.
• Interpretation Clause
In case of any doubt or issue regarding interpretation of the rules or matters not explicitly covered, the matter is referred to the Government of Goa, whose decision is final and binding on all parties.
They shall come into force on April 16, 2026.
