The Director General of Civil Aviation (DGCA) on March 24, 2026, issued the notification regarding the Ranking System for DGCA approved Flying Training Organization (April 2026).
The following has been stated namely: -
• The ranking framework for Flying Training Organizations (FTOs) was introduced by the Directorate General of Civil Aviation (DGCA)
• FTOs are graded into four categories: A+ (≥85%), A (70–85%), B (50–70%), and C (<50%).
• FTOs in Category C receive notices from DGCA for self-assessment and improvement.
• Ranking period considered: March 01, 2025 to February 28, 2026.
• Applicable to all DGCA-approved FTOs except those with less than 18 months of operation.
• Minimum annual flying requirement is 3240 hours, failure results in a 15-mark penalty.
• Accident records significantly affect scores, with heavy deductions for each accident.
• Performance parameters (20%) include training duration, aircraft utilization, and trainee completion ratio.
• Operational parameters (40%) include student-to-aircraft ratio, student-to-instructor ratio, fleet strength, and infrastructure.
• Safety standards (20%) assess accidents and incidents, with penalties for non-reporting.
• Compliance standards (10%) include Level-I safety observations and alcohol (BA) violations.
• Student support (10%) evaluates grievance redressal systems, financial aid, placement support, and transparency.
• Special scoring rules reward efficient training completion and active instructor participation.
• Data sources include DGCA systems (EGCA, DAS, DAW) and FTO disclosures for evaluation and verification.
