The State Taxes and Excise Department, Govt. of Himachal Pradesh on March 31, 2026, notified the amendment to the Himachal Pradesh Liquor License Rules, 1986.
The rules have been amended to replace the existing Form ‘B’ affidavit format with a new Form ‘B’ affidavit format that must be submitted by applicants seeking a liquor license in Himachal Pradesh. Under the revised format, the applicant must declare key conditions, including:
• Availability of suitable premises (owned or rented) complying with legal provisions
• Premises not constructed in violation of laws
• Good moral character with no criminal background or convictions
• No employment of individuals with criminal records, contagious diseases, or under 21 years old
• No pending government dues and financial solvency (minimum assets of 25% of annual license fee)
• No conviction in non-bailable offences and no past license cancellation due to non-payment
• Not being a defaulter under the Excise & Taxation laws
• Ownership documents are free from encumbrances, and property will not be transferred during the license period
• Responsibility to implement track and trace systems
• Agreement to comply with Excise Policy 2026–27 and relevant Acts
Each applicant shall submit a separate affidavit, confirming all details as true and correct.
This will come into effect from April 01, 2026.
