The Government of Himachal Pradesh, on April 18, 2026, notified the Himachal Pradesh Panchayati Raj (Election) Third Amendment Rules, 2026, further to amend the Himachal Pradesh Panchayati Raj (Election) Rules, 1994.
The following has been stated: -
•The amendment to Rules 85 and 86 of the Himachal Pradesh Panchayati Raj (Election) Rules, 1994 removes the earlier fixed timelines for conducting meetings, such as the requirement to act within 7 days or 10 days, thereby providing greater administrative flexibility.
•It also mandates that separate notices must be issued for the meeting for the oath of allegiance and for the election of the Chairman or Vice Chairman, ensuring procedural clarity.
•Additionally, the provisions requiring elections to be held within a specified period from the first or adjourned meeting have been omitted.
•Overall, the amendment relaxes strict time-bound requirements while streamlining the process for conducting meetings and elections.
These rules shall come into force on April 18, 2026.
