The Excise Department Himachal Pradesh (Excise Department, HP), on March 31, 2026, has issued a notification amending the Himachal Pradesh Sweets (Manufacture) Rules, 1988 under the powers of the Himachal Pradesh Excise Act, 2011 and the Punjab Excise Act, 1914. The amendment is effective from April 1, 2026.
The notification introduces Schedule “A”, prescribing annual fixed license fees for FY 2026–27 across multiple license categories. Fees include ₹3,25,000 for S-1, ₹1,75,000 for S-1A, ₹30,000 for S-1AA, ₹8,50,000 for S-1C, ₹1,50,000 for S-1F, ₹25,000 for S-1WT, and ₹15,000 for S-1WF. For S-1B, a variable fee of ₹3 per bulk litre is prescribed subject to a minimum of ₹4,00,000, while S-1D carries a fixed fee of ₹5 lakh.
Additionally, the notification specifies Letter of Intent (LoI) fees for wineries, set at ₹3 lakh, with renewal/extension charges of ₹0.75 lakh. These amendments standardize the fee structure for licenses and approvals under the sweets/manufacturing excise framework in the State.
