The University Grants Commission (UGC) on April 22, 2026, notified the University Grants Commission (Institutions Deemed to be Universities) Amendment Regulations, 2026 (UIN:2/2026), further to amend the University Grants Commission (Institutions Deemed to be Universities) Regulations, 2023.
The following has been stated: -
•The amendment to the University Grants Commission (Institutions Deemed to be Universities) Regulations, 2023, introduces key relaxations and procedural changes.
•It allows certain government-funded or philanthropic deemed universities to temporarily continue with their existing Memorandum of Association, subject to financial self-sustainability conditions.
•Eligibility criteria for deemed university status are refined, including updated accreditation requirements and provisions for existing universities or constituent units to apply with State Government approval and denotification.
•The approval process is modified to include the issuance of a Letter of Intent valid for three years instead of a direct declaration.
•Governance provisions are updated, expanding the role of constitutional authorities and governments in appointing Chancellors and Vice-Chancellors.
•Additionally, minor corrections like replacing “National Medical Council” with National Medical Commission and renumbering clauses have been made.
They shall come into force on April 23, 2026.
