The Government of Uttar Pradesh on March 23, 2026, issued Draft Uttar Pradesh Occupational Safety, Health and Working Conditions Rules, 2026.
The Government of Uttar Pradesh has issued fresh draft rules under the Occupational Safety, Health and Working Conditions Code, 2020, following the Code’s enforcement in November 2025 and the release of corresponding Central draft rules in December 2025. Earlier state rules notified in 2022 were not implemented as the Code was not operational at that time.
The new draft rules aim to align state-level regulations with the central framework and provide a comprehensive legal structure governing workplace safety, health, and working conditions. In doing so, the draft proposes to supersede multiple existing labour laws and rules, including those related to factories, contract labour, migrant workers, construction workers, and earlier OSH rules.
The draft has been published for public consultation, and stakeholders are invited to submit objections and suggestions within 45 days from the date of publication. Inputs received within the stipulated time will be considered before finalizing and notifying the rules.
They extend to whole of the State of Uttar Pradesh. These rules shall apply to factories, workplaces relating to building or other construction works and all other establishments.
