The Department of Labour, Employment & Overseas Placement, Himachal Pradesh, on April 18, 2026, issued Comprehensive Guidelines for E-Vehicle/E-Taxi under Rajiv Gandhi Swarozgaar Start-up Yojana-2023.
The following has been stated: -
•The Government of Himachal Pradesh issued comprehensive guidelines for e-vehicles/e-taxis under the Rajiv Gandhi Swarozgaar Start-Up Yojana-2023, superseding earlier notifications.
•The scheme aims to promote self-employment, provide 50% subsidy on e-taxi purchase, and support green mobility in the state.
•Eligible unemployed Himachali youth (23–45 years, income ≤ ₹3 lakh) can apply through an online portal, followed by verification, driving test, and merit-based selection.
•A tripartite agreement between the government, beneficiary, and bank is mandatory, with subsidy (50%), loan (40%), and beneficiary contribution (10%).
•E-taxis are hired by government departments for a minimum of 5 years, with fixed monthly payments (starting ₹55,000 + GST) and defined operational conditions.
•Strict timelines, duties, penalties, and provisions for inspection, termination, and dispute resolution ensure proper implementation and accountability.
