The Government of Uttar Pradesh, on April 8, 2026, has promulgated the Uttar Pradesh Revenue Code (Second Amendment) Ordinance, 2026 under Article 213 of the Constitution, amending the Uttar Pradesh Revenue Code, 2006.
The Ordinance inserts new clauses in Section 76 to confer Bhumidhar rights with non-transferable status on specified categories of persons, including those displaced during India-Pakistan partition and eligible under the Citizenship (Amendment) Act, 2019, Scheduled Tribe members, and individuals settled under colonization schemes, subject to conditions such as lawful cultivatory possession and land ceiling limits.
It also extends similar rights to eligible persons occupying certain government or Gram Sabha lands in specified districts, with restrictions such as a maximum holding of one acre per family and adherence to ceiling laws, thereby aiming to regularize land rights and provide tenure security to such beneficiaries.
