The Government of Rajasthan, on February 25, 2026, issued the Draft Model Guidelines for Spa, Massage Centre, Beauty Parlour, and Yoga Therapy Centres in the State of Rajasthan.
The following has been stated: -
•The Government of Rajasthan has issued draft guidelines to regulate spa, massage, beauty parlour, and yoga therapy centres.
•The guidelines aim to ensure lawful and transparent functioning of such establishments while preventing illegal activities like prostitution and trafficking, and safeguarding public safety, dignity, and order.
•They apply to all centres in the state and cover licensing, registration, staffing, operations, and inspections. Strict conditions include prohibition of sexual activity, gender-specific services, separate facilities for men and women, mandatory client ID verification, CCTV surveillance, and fixed operational hours from 9 AM to 8 PM.
•Staff must be qualified, above 18 years, and police-verified, with proper records maintained for employees and clients, along with adherence to hygiene and safety standards.
•Authorities are empowered to inspect and enforce compliance, with penalties including suspension, closure, or prosecution for violations, and an appeal mechanism is also provided.
Any objection or suggestion which may be received from any persons/stakeholders with respect to the said draft guidelines within fifteen days from April 25, 2026.
