The Multi-Commodity Exchange of India Limited (MCX) on April 27, 2026, issued the Master Circular – Finance & Accounts.
The following has been stated:
• It has issued a consolidated Master Circular on Finance & Accounts, in line with Securities and Exchange Board of India guidelines, bringing together all applicable circulars as of March 31, 2026, and superseding earlier instructions. The circular outlines key financial and compliance provisions for members, including transaction fees (₹2.10 per lakh for futures and ₹41.80 per lakh of premium for options) and a defined monthly billing cycle (26th to 25th), with invoices raised monthly and fees recovered through the clearing corporation.
• It also details the applicability of Commodities Transaction Tax (CTT) under the Finance Act, 2013, specifying rates for different derivative transactions and exemptions for certain agricultural commodities.
• Additionally, the circular introduces an online-only system for TDS refund claims (from Q2 FY 2025–26 onwards) via a dedicated portal, ensuring transparency and efficiency in processing, while older claims may still be submitted manually.
• Members are also required to provide GST registration details to enable proper tax compliance and input credit claims, failing which the exchange disclaims responsibility.
