The National Commodity & Derivatives Exchange Limited (NCDEX) on April 28, 2026, issued the Master Circular – Finance & Accounts.
The following has been stated: -
•The Master Circular on Finance & Accounts issued by National Commodity & Derivatives Exchange Limited consolidates all relevant circulars up to March 31, 2026, and supersedes earlier communications, while safeguarding past actions, rights, liabilities, and ongoing proceedings.
•It details the implementation of Commodity Transaction Tax (CTT) under the Finance Act, 2013, including applicable rates, calculation, reporting, and daily collection mechanisms through clearing members.
•The circular explains that CTT is levied on commodity futures and options, with specific rates depending on transaction type, and strict compliance is required from members.
•It also outlines operational processes such as client-wise aggregation, reporting, pay-in obligations, and consequences of non-payment.
•Additionally, it mandates the collection of 18% GST on fees payable to the Securities and Exchange Board of India following the withdrawal of earlier exemptions.
•Lastly, it incorporates updates on the computation of the Core Settlement Guarantee Fund as per SEBI guidelines to strengthen risk management in the commodity derivatives market.
