The Government of Himachal Pradesh, on April 18, 2026, issued a notification mandating Aadhaar-based authentication or proof of Aadhaar possession for availing benefits under digital citizen service schemes operated through Him Parivar and Him Access platforms. The move aims to streamline identity verification, enhance transparency, and ensure efficient delivery of government services funded from the State Consolidated Fund.
The notification requires beneficiaries to either authenticate using Aadhaar or apply for enrolment if not already registered, with special provisions for children requiring parental consent. Until Aadhaar is assigned, beneficiaries may establish identity through prescribed alternative documents such as birth certificates, passports, educational certificates, and other government-issued IDs. The department will also facilitate Aadhaar enrolment and updation through coordinated efforts and accessible enrolment centres.
Further, the framework provides detailed fallback mechanisms in case of authentication failure, including OTP-based verification and offline validation using Aadhaar QR code or e-KYC documents. It also mandates verification of enrolment status and documents by designated officers, while ensuring awareness and accessibility of Aadhaar requirements for beneficiaries, thereby strengthening secure and inclusive service delivery.
