The Department of Environment and Forests Delhi (ENV), on April 22, 2026, issued a notification mandating that fuel (petrol, diesel, CNG, LPG) shall be dispensed to motor vehicles only upon production of a valid Pollution Under Control (PUC) Certificate. This direction has been issued under Section 5 of the Environment (Protection) Act, 1986, in line with Rule 115 of the Central Motor Vehicles Rules, 1989 and directions of the Commission for Air Quality Management (CAQM) under the Graded Response Action Plan (GRAP).
The notification reinforces strict enforcement of vehicular emission norms, including zero tolerance for visibly polluting vehicles. It aligns with CAQM’s directives to ensure vehicles maintain valid PUC certification and to curb air pollution through regulatory controls. The measure aims to strengthen compliance by linking fuel access directly with emission certification.
Oil marketing companies such as Indian Oil Corporation Limited, Bharat Petroleum Corporation Limited, Hindustan Petroleum Corporation Limited, along with Indraprastha Gas Limited, Reliance Industries Limited, and all fuel stations, have been directed to ensure strict compliance. Enforcement support will also be provided by the Transport Department, Municipal Corporation of Delhi, and Delhi Traffic Police.
