The Labour Department, Govt. of Chhattisgarh on April 13, 2026, issued the Draft Industrial Relation (Chhattisgarh) Rules, 2026.
The following has been stated:
• The Draft Industrial Relations Rules, 2026, aim to strengthen employer-worker relations, improve dispute resolution, and modernize compliance.
• They mandate Work Committees (up to 20 members) in certain establishments to promote harmony, with proper worker and women representation and quarterly meetings. Establishments with 20+ workers must form a Grievance Redressal Committee (max 10 members, equal representation, 3-year tenure) to handle employee complaints efficiently.
• The rules introduce a streamlined trade union framework, including time-bound registration (within 30 days or deemed approval), prescribed fees, mandatory disclosures, and governance norms. A minimum annual subscription (₹100–₹200) ensures the financial stability of unions.
• A key reform is the recognition of a Negotiating Union/Council (with at least 30% membership), formalizing collective bargaining on wages, service conditions, and workplace policies.
• The draft also promotes digital compliance, allowing electronic filing of applications, grievances, and notices. Additionally, annual audits and returns for trade unions are made mandatory to improve transparency.
• Stakeholders can submit objections/suggestions by May 13, 2026.
