The bye-laws were finalized after publication of draft for public consultation in March 2026, with no objections received, and are effective from the date of publication in the Official Gazette.

The bye-laws mandate that no person shall carry on any business or store specified articles within municipal limits without obtaining a license. Applications must be submitted through the designated online portal, and licenses may be issued for 1 year or 5 years. The framework classifies businesses into small, medium, and large categories based on area, with prescribed license fees and provisions for renewal, transfer (only in case of death), and compliance obligations including record maintenance and payment of municipal dues.

Further, the notification prescribes conditions for grant and operation of licenses, timelines for issuance, and penalties for non-compliance. Late renewal attracts graded penalties ranging from 50% to 150% of the license fee depending on delay duration. The bye-laws also include specific fee structures for temporary stalls and film shooting activities within municipal limits, strengthening regulatory oversight of commercial activities.
