The Ministry of Home Affairs on May 06, 2026, notified the Haryana Fire and Emergency Services Act, 2022 (as extended to the Union territory of Chandigarh).
The following has been stated:-
•The notification extends the Haryana Fire and Emergency Services Act, 2022, to the Union Territory of Chandigarh with necessary administrative modifications.
•Key terms such as “Government”, “State”, and “Director” have been replaced with “Administrator”, “Union Territory of Chandigarh”, and “Chief Fire Officer” respectively.
•The amendment strengthens fire safety norms by expanding mandatory firefighting scheme approvals, annual compliance certification, and appointment of Fire Safety Officers in specified buildings.
•Validity of fire safety certificates has been revised to five years, while requirements for licensed agencies and annual system inspections have been introduced.
•Penalties for violations have been significantly increased, replacing imprisonment provisions in several sections with monetary penalties up to ₹1 lakh or more for repeat offences.
•The amendments also empower Chandigarh authorities, including the Commissioner and Chief Fire Officer, with enhanced regulatory and enforcement powers for fire safety compliance.
It shall come into force with effect from May 06, 2026.
