The Ministry of Labour and Employment (MoLE) on May 08, 2026, issued the Occupational Safety, Health and Working Conditions (Central) Rules, 2026.
This shall come into effect from May 08, 2026.
The following has been stated:
• The rules consolidate and replace several existing labour and workplace safety rules relating to mines, construction, dock work, contract labour, and interstate migrant workers. The Rules introduce a unified digital compliance framework through the Shram Suvidha Portal for registration, amendment, and closure of establishments, with deemed approval provisions for delayed processing.
• Employers are required to issue appointment letters containing wage, social security, and employment details, conduct free annual medical examinations for workers above 40 years in specified sectors, and maintain electronic reporting of accidents, hazardous incidents, and occupational diseases.
• The Rules strengthen worker safety by mandating reporting of unsafe conditions, constitution of Safety Committees in large establishments, and appointment of qualified Safety Officers based on worker strength.
• They also provide for the collection of data relating to inter-state migrant workers, establish procedures for the National Occupational Safety and Health Advisory Board and technical committees, and emphasize electronic filing, automated certificates, and digital inspections to improve ease of compliance and workplace safety standards.
