Industry Specific ComplianceThe International Financial Services Centres Authority (IFSCA), on May 5, 2026, notified the International Financial Services Centres Authority (TechFin and Ancillary Services) (Amendment) Regulations, 2026 to introduce a dedicated regulatory framework for Trust and Company Service Providers (TCSPs) operating in IFSCs in connection with permitted leasing activities.

Through the amendment, IFSCA inserted a new Chapter VA in the principal regulations prescribing registration, governance, eligibility, compliance, and operational requirements for TCSPs. The regulations mandate that entities intending to undertake TCSP services in IFSCs must obtain separate registration from IFSCA and maintain arm’s length segregation between TCSP operations and other ancillary or TechFin services. Eligibility conditions require applicants to be incorporated as companies or LLPs and ensure that promoters or partners are not from jurisdictions identified by the Financial Action Task Force (FATF) as high-risk jurisdictions.

The framework further introduces detailed governance and control requirements including maintenance of governing bodies, internal audit mechanisms, AML/CFT/KYC compliance systems, record retention obligations, segregation of duties, and appointment of Principal and Compliance Officers. The amendment aims to strengthen the institutional and compliance ecosystem for leasing-related structures and fiduciary services within IFSCs while aligning the regulatory architecture with global standards for trust and company service providers.
